What Is the Relationship Between Government and People?
In almost all political communities, people we would recognise as having a kind of governing power. In the Hobbesian conception of politics, you construct a state so that there is no choice. Government and people do not stand in the kind of opposition to each other where you either have to pick sides or weigh them off against each other.
