I think this typically tends to mean that they're trying to soften the blow of the actual break up. If a relationship has ended, you should move on - there's never a reason to wait around for an x. I'd say most of the time when some one blocks you, it's because it's like for their own protection. You have every right to block your X for your own protection. It doesn't mean that they hate you.
