Using a Nuclear Weapon in a Cold War?
Russia has a doctrine, it's not clear how official it is bhat is been written about quite a bit. According to their doctrine, they would only use it in the case of an exidential risk. And so if he feels that he personally is threatened, his power, his life, will he feel that his best shot is is to roll the nuclear dice? I think that's what worries us, that twas right there.
