The Power of Dissidents in Presidential Libraries
I love that dissent is there and that you will see people who are trying to speak truth to power. The thing that the idea behind the project, but also that the project bore out is that power doesn't just move from the top down. In fact, in some of these agencies, I can say this without breaking any confidentiality is because we know this just from reporting. And then you'll have ICE agents who are doing something very different. You'll have a liberalization of say, pot enforcement happening at the top of one of the cabinet agencies. Then you'll have DEA agents who are out there making arrests anyway.
