Mr Rarbs was quite oblivious to these basic principles of management. So he rather didn't exactly dominate. The fact that Sunak didn't says a lot about the political context in which he is leading. But this term bullying as a reason for dumping him, I remain uneasy with. Imprecise terms can destroy grown up debate and lead to bad reform and bad delivery - depending on what's being delivered, which isn't explained.
