There's not really a central authority in this region along the coast of the Black Sea. Every tribe or people just controls whatever they can. Chyrysophus stands up and he says, hey, I actually have a friend who is currently the Navark of Sparta. This is 400 BC when Anaxibius was the Navark. The locals are starting to get a sense of what's going on. They've got an army in their backyards that is just basically going in and taking their stuff whenever they get hungry.
