Embassy staffs have a huge sway of responsibilities, like enormous. How do they structure the sort of training of people for these roles? Well, I think the training is something that happens fairly generically. The responsible planners from PGHQ will spend time with the crisis people in the foreign office. But what happens less for perfectly understandable reasons and against capacity issue is wrecking. There is merit in wrecking where ever possible.
