Can I Put Up a Duplex Without Permits?

Every property I've ever seen in my career is not up to code, okay? Most cities in the Bay Area where I live require you to get permits for everything. Now that does not mean it's okay to not get permits. It just means it's not a deal breaker immediately because something isn't permitted. If they put up some drywall or some sheet rock or something and they didn't get a permit, they turn one living room into two bedrooms. But what if the property is in an area that is zoned for single family properties and they are operating it as a duplex? The zoning situation could become a big deal.
