Can the Federal Reserve Print Money?

The gold standard is good for price stability over the long run. But it's not so good for this kind of instability, which is related to bank failures and loss of confidence in banks leading to bank runs. So there are people today who have a lot of thoughts about, can central banks print money? And they have that question today. My question is, could the Federal Reserve print money in the 1930s, 1920s, or did the gold standard constrain their ability to print money?
