General Spherkin has been in command for about four weeks now and we are really seeing the sort of zenith of this attack I'm not sure it's not just on infrastructure it's really attack on civilians. If you take down the civilian population as well if you try and break their will then the idea is that the uh they will persuade their government to sue for some sort of ceasefire which clearly is not happening. It just shows that when you're unencumbered by morals or scruples you can do virtually anything, says Joe Biden.
