With service control policies, they affect only your own principles. The harder thing to implement is making it so that your resources cannot be accessed by external principles. That means for every resource that I have, thousands of resources, I need to add a new statement to the resource policy that explicitly blocks external access. Also, you would have to think of some kind of automation as well to this enables that across.
