Starting in the 1970s, companies started complaining about we're becoming an overly litigious society. Corporations set up something called the American Tort Reform Association. They would cherry pick anecdotes from national newspapers and put together a digest at the end of the year. This was when corporations realized they could start these fake NGOs to make them seem like grassroots.
