Why Isn't He Quoting the Hebrew Bible?

Locke's quotes from the Bible are very central to his claims, which I'm sure we'll get to in a minute. Other writers of his time who certainly aren't running afoul of any of the authorities that Strauss assumes that his esoteric writers would have been concerned about weren't quoting the Hebrew Bible at nearly the same frequency or ratio as Locke was. A few non-biblical citations in both of the treatises were pretty like tangential. They're both minimal in quantity and in quality, very tangential to the arguments.
