The Rise and Fall of Stevens Sumner
Radicals like Stevens sumner believed that the civil war had created an opportunity for transformational change. They wanted to build a powerful nation state out of the ashes of the old and guarantee political rights and economic opportunities for all. But they felt it could not be accomplished without strong and sustained federal action. Despite their vocal presence in congress most of the radicals proposals went nowhere.
