Self management is not a binary thing it's not, you're not either self managing or not self managing. A team that's relatively immature that has doesn't have all the skills it needs may take some time to develop and learn how to work together. So as they prove themselves they earn the right in the sense of being able to make broader and broader decisions more effectively.
