There are some changes which I will tell people look you need to socialize this before you put it up for code review. You might still go through the formal process of having someone approve it, but it might be a relatively empty amount of requests or changes to be made why would you just need to get them up front because you have someone go through it? The impact that it has matters even more and more importantly like you said the the motivation that people might have or the other the desire to Succeed in getting their code into production also plays a part in that.
