Odenathus never explicitly splits his territory from the Roman Empire, does he? No. While he generates a lot of power regionally, it is always Roman territory during his lifetime. He's given Roman legitimacy as well, but taking the title of King and Kings and destroying it on your son also suggests larger ambitions.
