This is so that they can try to capture some of the economic value of that data themselves and not have it be exploited by, you know, meta as an example. And I think now he points to the expansion of that logic to other networks, especially computing networks. The export controls don't really stop that what you really need then is a know your customer on computing, you need KYC for CSPs.
