Mexico's Foreign Policy in Central America and the Caribbean

Mexico is not a small economy though, in fact it's ranked as the 15th largest economy in the world. So why doesn't Mexico look to influence its neighborhood like other countries of similar economic size do? Since the 1970s, Mexico has had an increasing role in Central America and the Caribbean. But there is no consensus in Mexico either within the government or within Mexican society to put up any real money for a foreign policy that is active and constructive in Central America.
