There were reports that this guy was actually dead in the middle of the street. The idea that you would reach for a weapon system is not, it's not out of the range of possibility. Does he have the motive to do it? He does seem pissed off and probably has a hard time brining himself under control. And then try to imagine, has anyone ever blown out your window and done an explosive breach because they threw flash bangs?
