McCarthy: I want to see people freaking out in Congress when the $1.65 trillion omnibus bill gets passed because these people just cannot pass a budget. "I think that a lot of rank and file members will want it if it's not coming from someone within their own party," he says. The only way you resolve problems in Congress is open up the place, McCarthy adds.
