Putin has typically reacted very swiftly to any note of dissent within Russian politics. The fact that he waited so long for this and then was forced to reverse his message really, really weakens him. Lukashenko may be a strong man at home in Minsk, but in reality, he's very weak. He's very reliant on Vladimir Putin for political support and for military assistance as well.
