NATO's Intervention in Kosovo
The U.N. Security Council adopted a resolution 1199 on September 23rd, demanding a ceasefire and the start of a real political dialogue. The same day Holbrook reported to NATO that Slobodan Milosevic had agreed to the deployment of unarmed organization for security and cooperation in Europe. Yugoslavia also agreed to reduce their numbers of security forces personnel in Kosovo to pre crisis levels. Despite the initial stabilization, violence continued following a massacre in the village of a recak or a check. On January 15th, 1999, NATO increased its state of readiness issuing a solemn warning to Milosevic and the Kosovo Albanian leadership.
