Detroit is currently being more controlled by the state appointed financial officers. If you were mayor of detroit, i would do more in terms of borrowing from those cities that have had really very successful turn arounds in the quality of thei'r policing. I would be trying to privatize as much of the dis functional space in the city as i possibly can. It's essentially free om from city interference and free from city cost.
