The last we see of Shagura is a cross fade cut to the sheriff at the table where he ends the magazine by telling his his wife about two dreams that he had. "I remember really liking this movie the first time I saw it but like I didn't know what to make of those" The film was kind of a procedural cat and mouse with some philosophical overtones up till about three quarters of the way in then it's just you know they threw out the rule book, says Tom Hanks.
