The Importance of Security Guarantees in the Obliteration Treaty
In the course of negotiations, especially for India, the question arose if these countries were to pledge themselves to disarm unilateral. Should nuclear weapon states not have some responsibility to assure their security? The United States waived positive security guarantees because according to Dean Rust, the United States already had enough allies. When it came to negative security guarantees, these promises not to use or threaten the use of nuclear weapons against non-nuclear weapon states party to the MPT.
