A lot of what's going to happen has to do with the problem of Attention and noticing and memory. God remembers Israel and so he wants to reconnect with Israel but in some ways Israel is too scattered or far from God we could say. In order to be able to properly connect to Moses, God must create intermediary structures like veils that remove improper aspects for him to join with them.
