The ENIAC was designed by Bresda Eckert who's this electronics whiz kid and mortally who's a physics teacher. von Neumann is charged with coming up with a report to convince the military and other people to help them build the next generation kind of device, the Edvac. In that report he kind of distills out what is the modern programmable computers such as they are smart but still run on what is called the von Neumann architecture. It remains even down to the present day apart from the quantum computers that have been developed now.
