Is There a Shift From Taxpayer Money to Police Department Insurance?

There needs to be a shift from taxpayer money to police department insurance as it relates to civil payouts for police misconduct. The problem is that police officers are completely alleviated from any sort of culpability and accountability because of qualified immunity. Chicago has paid out over $600 million in civil payout for police misconduct over the past two decades. All police chiefs and officers know who the bad apples are. Everybody knows how shoving is. And they can't do anything about it because ofqualified immunity.
