Innis belonged to a school of english speaking liberalism, which noble calls the old whigs. He saw freedom as something inseparable from institutions in which it was embodied. In his later work on communications, he concluded that social stability depended on a balance between media. Modern mass media were heightening space bi us through their power to command and aligne people's attention over huge areas. The problem was restoring balance.
