The Property of Stuttering Insensitivity
If you want to talk about absolute time, you don't build it to your movie camera. You simply have a clock in your movie. And it doesn't make any difference whether there is one step between one second and the next door,. A thousand steps between one second or the next. That should also work be a specification of an hour, minute, second clock. If it's not, you've got this extra complexity to deal with.
