We have this enormous memory with lots of data all around, and we're just sort of sitting there. And the instructions are very dumb and at a low level. So an obvious way to improve the thing is to get another file clerk. Why not have an army of file clerks? It looked extremely difficult to do that because there's all kinds of technical, difficult problems. The organization must also be fairly dumb.
