This is yet another example, i think, of president solensky being pro active rather than reactive. It can see what the issue is and what the concern of its allies are. And it's a very astute move by zalensky to be at the fore throat of those conversations because he wants to keep ukranes as one of the central popoents western discussions all these matters.
