Screen readers on the web are very, very dependent on the HTML. A little bit of CSS they pay attention to, but really not very much. Every HTML element or most HTML elements have a lot of accessibility information packed in. It's that information that my screen reader then tells me. So, I get to make decisions about how to navigate or to interact with things.
