The Role of Prosecutors in the North Carolina Crime

The North Carolina AG at the time is Roy Cooper, who is now the Democratic governor of North Carolina. He then does like a full on like starts over again, redoes the investigation. The report actually says we conclude that a crime did not occur and that these three defendants are innocent. But surely this is not typical of prosecutors in general or the state of North Carolina in particular.
