Is There a Common Carriers Obligation?

The railroads were deregulated in 1980 and at some other with some other legislation so a lot of regulations that used to govern them have been gutted but even so there are regulations on the railroads including this common carrier obligation. The problem is that sure we might have regulations on the books but there's no enforcement because I'm concerned that we'll have new regulations put on the books people smile they'll get a huge photo opportunity and then again they'll never be enforced right?
