Did the Japanese Declare War in America?

In the second world war, when germany was balled down in operation barbarossa, japan signed a peace treaty with russia. This allowed the russians to divert soldiers and troops that were in siberia into the western war against germany. So the japanese actually stabbed the germans in the back, in a way. What did the germans do? Declared war in america, just for the crack right? Ee.
