john f kennedy ran on the idea of a missile gap between us and soviets. He was elected president in 19 61, with plans to get rid of cuba's government drawn up. The bay of pigs invasion failed because Kennedy supported part of it but not total support. A summit meeting that followed may have been seen as a failure by both leaders.
