The issue is more about Russia's own ability to put a large army into the field than it is about a lack of, if we call it that, human resources. I was just in Kyiv last week and you see elements of this, that there is a sort of fracturing, perhaps not in the middle of the alliance, but there's a sense of fracture around the edges. There are very significant economic stakes that individual EU member states have. It also foreshadows in a way how difficult it will actually be to negotiate accession to the EU for Ukraine.
