The European Commission at the time of assessing the United States for the safe harbor in 2003 did not pay enough attention to privacy on the ground. Since then since the Snowden disclosures we've seen a litany of legislative changes and activism, some much more successful than others. The most disclosures around US signals intelligence collection of non US persons who gets on an excellent overview of the signals intelligencecollection of US persons but for non US persons. And I think that's a very important thing for not just Max Shrem's but a lot of privacy activists and advocates in Europe.
