Apple has been very explicit that they are not scanning its server side. Eventually they'll probably get it all because if it's in an iCloud photo library and you load up a new phone or even just scroll a whole bunch of photos. But anyway, I think they are clearly trying to, for the most part, in most ways, still let your device be your device.
