Edward Lewis Humphrey had a history of mental illness and bore numerous deep scars on his face from a car accident. He lived in the apartments across from where Manny and Tracy had lived, but his lease had been terminated because he got into a lot of arguments with residents there. And like the Golden State killer, he was just a threat that needed to be neutralized before he could go after the woman, which is always the target.
