In the early 19 nineties, someone in the white house wondered what was known about the value of triplicate programmes. The request got kicked over to the national institute of drug abuse, nida. Nida rounded up everyone who might know something about triplicates and invited them to a conference at a hotel near its headquarters in rockville, maryland. This is 19 91.
