Polkadot

Polkadot has no intrinsic civil resistance mechanism because, hey, it's basically impossible. So the system that we have at the moment is not necessarily that which will be in the genesis block. There's probably some iterations to come yet, perhaps fairly substantial ones. The really cool thing about it doesn't work unless you're civil resistant and Polkadot hasno intrinsic civil resistance mechanisms.
