Is the Government's Spending Decisions a Factor in COVID?

Spending on the health service simply hasn't increased in line with need, particularly the share of the population in old age. I've been struck by how slow and clunky the government's response has been to all this. You acknowledge emergencies when they happen and you have to make people believe that you are keen to get stuck in. I think the government still seems to be in a state of denial really. And that political failure, it seems to me blurs into their approach to the strikes.
