How to Make Systemic Change in an Agile Environment

I think often the situation is kind of like the feature factory environment so often like an agile or say for agile ish environment where kind of the pieces are coming down the line. So it feels a lot like we're moving the deck chairs around. Or like hey we need to redesign these three pages can you do a wireframe review on Monday? Can we do a wireframes review on Friday? And maybe it's like three pages that you have no idea you don't even understand what's on the pages. But we just need to freshen up the UI. That could be one situation.
