The Budapest Memorandum and the War on Nuclear Weapons
Many Ukrainians feel they were betrayed by the Western powers when Russia annexed Crimea. Many believe giving up nuclear weapons was a mistake that left Ukraine naked to the danger of Russian aggression. The Budapest Memorandum has been controversial as it's really unclear for many in Ukraine what legal obligations the signatories had to defend the country in the event of aggression.
