In the first months of 1866 radical republicans began to investigate claims of abuse and terrorism in the post-war south. The committee concluded that the reconstructed southern governments had failed to keep the peace or protect black people from violence. So the Freedmen's bureau which congress had authorized in march of 1865 to last for just a single year was given more time.
