Livy tells us, for the purchase of horses, they were allowed ten thousand asses each from the state treasury. For the maintenance of these horses, unmarried women would designated, who had to pay two thousand asses each every year. So i think the idea is it's coming back to val of encouraging people to marry. If some woman is unmarried, ah, she's not performing a positive role for the state in giving birth to more roman citizens.
