The problem is that because we know moral is important at some level, and in this war, one thing you can say is that moral has a connection to fear. Now, fear doesn't necessarily mean you don't want to fight. And if you bomb my city, i might not be willing to give in to you, cause i might be angrier than i was before at you, but i might be afraid.
